La renovación de la primera central térmica de Tianjin para convertirla en un complejo comercial sigue la estrategia de revitalización de «reparar lo antiguo como antiguo», manteniendo plenamente las huellas históricas. El diseño paisajístico busca rendir homenaje al valor histórico de la central térmica de Hedong y transformar esta área en un vibrante catalizador urbano, contribuyendo a establecer una nueva cultura en el corazón de Tianjin. Siguiendo el carácter «eléctrico» de la central térmica, han adoptado el «ahorro de energía» como concepto de diseño, creando espacios urbanos para una interacción íntima entre el ser humano y la naturaleza. Aprovechando las reliquias industriales, pretenden construir un complejo urbano integral y establecer un nuevo hito urbano con múltiples valores.
